Amendment to Limit Government Spending Bill
Currently when a government program is authorized by Congress and signed by the President, there is no limitations on the life of the program. Unless limited specifically by the authorization, spending bills go on forever.
Our intent is that all spending bills should be reauthorized every five (5) years by their anniversary date by a majority vote of the Senate and House of Representative and signed by the President.
So it is up to "We the People" to effect this change to amend the Constitution to limit the life of spending bills.

| [1] | All spending authorizations shall expire on their fifth anniversary and every five years thereafter unless reauthorized by a majority of both Houses of Congress and signed by the President. |
| [2] | This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by convention in the several States, as provided in the Constitution, within seven years from the date of submission hereof to the States by the Congress. |
